The Aim of the Project

This research project examines government’s responsiveness in four policy outcomes and the impact of institutional, political and economic factors on these outcomes in Turkey since 1983. It conceptualizes government responsiveness as the fit between campaign promises and government policy outcomes. According to this conceptualization, it estimates government’s responsiveness by analyzing the congruence between election promises and four policy outputs such as

  1. executive program,
  2. acts,
  3. statutory decrees and
  4. government expenditure

Then, it assesses the impact of institutional, political and economic factors on government responsiveness during different government terms since 1983. In this regard, it aims to explain the variation in government responsiveness in different contexts (i.e. coalition vs. single party governments) and under different government terms and with respect to different political parties across time in Turkey.
